Whisper

Whisper is an offline voice-recognition keyboard. Use it alone or with HeliBoard. It downloads models once from Hugging Face, then works without internet. It can translate to English. Just hold the button, pause, speak clearly, and keep recordings under 30 seconds. Note: It relies on a non-free network service.
